Background / General description:
The Latin America and Caribbean Region's Energy Unit (LCSEG) within the Sustainable
Development Department (LCSSD) operates in the context of the overall regional mission to reduce poverty and improve the quality of people's lives. Improving energy security (through both supply and demand side interventions), increasing financing for investments, improving efficiency of sectoral enterprises, moving towards universal access, and climate change are key challenges in the Region. Energy services development remains a key element in the Region's strategy for promoting green and inclusive growth and reducing poverty.
The Energy Unit is responsible for implementing the Region's strategy for energy development. The Unit's activities range from project preparation and supervision to economic and sector work (ESW). The Unit works closely with the relevant Country Management Units and other sectoral units within the Region (including environment, transport, urban, private sector development and finance), with the Bank's central units working on energy issues, and with IFC and MIGA.
The Latin America and Caribbean (LAC) Region is home to a number of very sophisticated country clients that require the Bank’s support to be on the cutting edge of the development agenda. We are therefore seeking high performing candidates with a keen interest in pushing the envelope in an innovative environment. Candidates within and outside the World Bank are encouraged to apply.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
The Energy Unit seeks applicants to fill a vacant position for a Senior Energy Specialist in the Latin America and Caribbean Region. The candidate must be experienced in the energy sector with knowledge of energy policy issues in developing countries. The successful candidate will contribute to the overall work program of the Energy Unit and play a supporting role in the Region's growing portfolio of projects and analytical work. The main duties of the selected candidate would be to: (i) prepare and implement energy sector projects, including in distribution, transmission and generation, (ii) identify and develop new business opportunities, (iii) lead the energy sector dialogue within certain countries, (iv) provide advisory services to clients and Bank teams; (v) lead complex energy programmatic and investment projects; and (vi) develop and carry out ESW. The Senior Energy Specialist would have both operational and supervision responsibilities in these areas, including responsibility for strategy development, operational implementation, oversight and supervision, quality assurance and results monitoring as well as mentoring of junior staff.
Selection Criteria:
(i) Minimum masters' degree in engineering, economics, business or related field.
(ii) At least 8 years energy experience in the Bank or elsewhere, with demonstrated track
record in operational and analytic work, including at least 3 years in the Bank or equivalent institution.
(iii) Fluency in English essential, and competency in Spanish and/or Portuguese is strongly preferred. However, language skills are not required if a candidate is otherwise highly qualified but commitment to learn the language with a concentrated effort within the first year is required and will be supported by the unit.
The successful candidate will demonstrate the following competencies:
Energy Specialty and Experience - In-depth background with adequate education, experience and demonstrated competence in at least two of the following functional areas in the energy sector: (a) economics; (b) engineering; (c) financial analysis; (d) utility management; (e) sector planning and strategy formulation; (f) reforms, (g) public private partnerships, (h) cross-border projects, (i) efficiency, (j) renewable energy, (k) thermal power, (l) hydropower
General Economic Knowledge and Analytical Skills - Possesses cross-country knowledge in areas of specialty and demonstrates ability to link the macro, institutional, and micro-level behaviors; able to support findings/policy recommendations with credible analysis and tools.
Knowledge and Experience in Development Arena - Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level.
Integrative Skills - Understands relevant cross-sectoral areas, how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations. Demonstrated ability to connect sectors and experience in developing multi-sectoral operations, ideally with new financial instruments.
Project Design for Impact and Sustainability - Contributes to the design of projects and programs, based on an understanding of the country and sector context.
Operational Project Management - Demonstrates in depth knowledge and understanding of project management tools & methodologies, as well as of Bank instruments and processes (or similar) related to project preparation & implementation, resource management, and stakeholder communications.
Operational Policies Application to the Project Cycle (fiduciary, disbursement, safeguard and GAC policies) - Possesses a strong understanding of procurement and disbursement policies; knows what issues might arise and who to involve in problem resolution.
Policy, Strategic and Technical Analysis for Country/Sector Issues - Participates fully in the production of quality analytical and advisory work and policy papers, leveraging relevant analytical tools and a grasp of issues surrounding policy and sector reform.
Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
Drive for Results - Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables.
Teamwork (Collaboration) and Inclusion - Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches. Proven ability to coach, mentor, and develop less experienced colleagues. Produces high-quality results and outputs with minimal supervision.
