Under general direction, assists and supports the Light Rail Operations & Maintenance Manager in the supervision and coordination of the day-to-day operations and maintenance of the Tacoma light rail line (Tacoma Link); ensures timely and safe operations of the line, inspection and maintenance of the light rail vehicles as well as inspection and maintenance of the track, stations, right-of-way, overhead power supply (including sub-stations), signals, communications system, materials management and other activities; coordinates activities with other division/departments, outside agencies, jurisdictions and the public; and ensures adherence to department/division goals, policies and procedures.
 Examples of Duties:

Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
Plans, organizes and directs the daily functions of the supervisors, line operations and LRV maintenance functions to ensure safety, efficiency and cost-effectiveness of operations.
Assists the Light Rail Operations & Maintenance Manager in the development of Operations Rulebook, Standard Operating Procedures (SOPs), safety and security, emergency management and other procedures manuals and handbooks, as required.
Oversees project schedules, performance, and evaluates work carried out by operations staff and independent contractors to ensure compliance with Agency, departmental and project goals and objectives are met in a timely manner.
Provides recommendations and input into strategic discussions with management regarding employment, union issues, special events, construction and other areas that involve Tacoma link and coordinates activities and actions as appropriate.
Ensures that train operators and LRV technicians are properly certified or re-certified, fully trained, and qualified as required.
Participates in the development and implementation of goals, objectives, policies, priorities and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.
Provides support to the division/department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

 Typical Qualifications:
Education and Experience:
Associates Degree or technical school certification in engineering, planning, business administration, transportation planning, or closely related field and five years of experience in operations and maintenance of heavy or light rail system that includes two years of staff supervisory, budgetary, and management responsibility, preferably in a transit/transportation related environment with multiple facility/office locations; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.

Required Knowledge of:
Operational characteristics, services and activities of a transit program.
All areas of light rail to include wayside, vehicle and facilities and operations.
Methods and principles and practices of rail safety requirements in maintenance and operations.
Methods and techniques of vehicle maintenance standards and practices.
Principles and practices of traction electrification, signals, communications, and computer systems.
Pertinent federal, state and local laws, codes and regulations, including basic requirements of the Americans with Disabilities Act as it relates to public transit services.
APTA Rail Standards & Practices, design criteria, federal reports such as those from FTA, NATB.
Contract oversight, review and administration.
Principles and procedures of record keeping.
Public relations principles.
Principles and practices of project development and administration.
Contract procurement strategies and management principles.
Policy and procedure development.
Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
Principles and practices of governmental budget preparation and administration.
Principles of business letter writing and basic report preparation.
English usage, spelling, grammar, and punctuation.
Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
Supervising and coordinating the operations and maintenance of the light rail line program.
Recommending and implementing goals, objectives, policies and procedures for providing light rail operations and maintenance.

 Supplemental Information:
Physical Demands / Work Environment:
Work is performed in a standard office environment.
Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, infectious disease, and extreme noise when conducting site visits and working in the field.
